My choices so far are Theives Guild and House Hlaalu. The only trouble I had with the two interfering was with a mission for Hlaalu in wich you had to retrieve some stolen documents from a Theives Guild member, just tell her you won't tell where you found the notes and your fine. I may try Redoran in the future, but Hlaalu suited my character best.
