Lee, if you're talking about the Zainab tribe slave girl quest, then the person you talked to should tell you. She tells you to go to Elegnan the Clothier in Tel Mora.

See for Fallout, depending on what you do, the quests you obtain are different. Let's say you agree with the town's mayor and go off to do some jobs for him. If you apporoach the bar owner, he will not allow you to speak to the underground leader (who will give you quests). I've played Fallout many times so if you've got questions, feel free to PM or E-Mail me.
I'm disappointed because Morrowind now looks pretty straightforward while Fallout does provide the replayability (I am aware that Morrowind still holds high replayability from feedback though). You can be "good" or "evil" and gain entirely different quests (and sometimes even new locations to visit) and the reactions of the NPC's would be different. For example, if you become a slaver, certain people might not respect you and those playing a major role would probably be attack you or chase you off.

Do I need to take the stilt rider to reach Baltamore? Or can I walk and gain some EXP from the creatures? And where is my EXP bar? How do I know if I've gained a level?

You can walk/swim/levitate almost anywhere (a very few quest related locations are locked off) at any point.

You can take the Silt Strider to Balmora if you want. If you decide to walk, you probably won't gain as much 'exp' as you want.
The levelling system in Morrowind is pretty straight forward. For every skill that's increased, you get 1 point towards your next level. For every 10 exp points, you gain a level. This works for training too, but only if you train a major or minor skill.
Put your mouse over 'Level' on the character status screen (where you skills, health, etc. are shower) and you'll see x/10, x being a number. Once it's at 10 or above, sleep and you'll gain a level.

And why won't I receive more EXP for walking? So something bad happens during the stilt ride?
And now I feel even sillier for asking about walking to <strike>Baltamore</strike> Balmora because I totally forgot about Elora's directions.

If you head to Balmora on foot, it is possible to improve your skills, although if you take either of the two shorter routes (NW or NE out of Seyda Neen) there are a few enemies to fight (and meet a couple of minor quest givers), and the opportunity to run/jump a bit. You'll advance a little bit, just not that much. Which is more than the silt strider, but nowhere near enough to level up.

The alchemy ability lets the user see properties of herbs and plants but some of the modifies are blanked out with a "?". How do I change that? Improve my alechmy levels? ? Or is there something else?

The higher your Alchemy level the more you'll know about the ingredients. I forget the range, but I think at about level 60 or so you'll see everything.
Couple ways to boost your Alchemy.
1) Eat stuff. The first thing listed on each item is the effect you'll get from eating it (i.e. - bread - restore fatigue). It's a small increase toward your next skill level, but I used it to gain that last point I needed to up a level in the Mages Guild at one point :D (if you point at the "Alchemy" skill it should show you your progress toward the next skill level).
2) Make potions. You'll need the tools of the trade for that (morter and pestle? for starters) as well as ingredients that have at least two of the same effects. Like everything else, the lower your skill level the more ingredients you'll waste on botched potions.
BTW - Intellegence effects your potion making ability, the potions themselves will vary in strenght depending on your intellegence as well as the quality (and different equipment you own).
Oh, and on a side note.... I pulled out my copy of Fallout and re-installed it yesterday... figured I'd give it another go... if I'd only keep from dying so quick :D

Fallout = You probably need to crank up your fighting skills. Also, increase perception would make it easier for you to hit and thus die less!
