1) Can you boost your attributes temporarily to qualify for advancement in a guild?
2) What are the yellow "barriers" for? Can I dispell them?

1) Good question; I'd doubt it, as the game can keep track of both your 'real' and your fortified attributes, but it's worth a shot I suppose; try, and let us know? ;)
2) What yellow barriers? Not ringing a bell here...

I'll second the "What?" in relation to these 'yellow barriers'.

In various places, there are yellow "areas". They are not very big - just big enough to have people or objects in them. I can speak to people through the yellow area, but can't pick up items in them. There is one in the Bitter Coast area. In the wilderness, they show up as yellow lines. There is one just outside Seyda Neen as well, but there is nothing in it. Maybe these are gaphical errors?

You're an Xbox player aren't you?
I've heard these are glitches in the Xbox game where graphics are suppose to be but haven't loaded up - i don't know any more than that.

As to Q1, yes you can boost your stats to train higher.
I drank alot of, something maybe skooma?, that raised my str. for to train long blades to 100 when my str was 95.
