They certainly were but the overuse of that phrase is just (bad) scifi writing.

Fun Fact: SS1 uses that phrase ZERO times.

Deus Ex, on the other hand, uses it and its variants (https://gamefaqs.gamespot.com/pc/250533-deus-ex/faqs/51057) many, many times. Now that would be a supercut worth watching.
