I can't seem to figure out how to solve this quest. I talked to Nine-Toes (I think that's what his name is) and he obviously isn't the murderer. How do I prove this? Am I not able to solve it, now that I've already killed the 'bad people' in the Council Club?

Break into Ralen's house. Find the maid upstairs and talk to her (important). Report to quest giver at Hlaalu council place. I think that was all, if you already killed the perps.
If you did all that and it still doesn't finish, then I don't know. Maybe you'll have to reset the murderer using the console?
