I came here, and I was surprised to see so many TTLGers having a good time with it, so I got it. And I like it too... I'd say 7.5 out of 10.
It is rather Oblivion with Guns-like, but the gameworld is a smaller and slightly deeper place than Tamriel. Most map locations have at least something unique about them, even if they're made out of the same utility tunnels and what-not -- there's more handcrafting evident. There's also a ton of unmarked things to explore like grocery stores, abandoned houses, etc., many of which contain yet more handplaced detail, which you might completely miss even over several playthroughs.
Side quests don't exist in a vacuum. You might discover/do something in your travels which affects the way you're able to complete a side quest, but nothing about that discovery/action will necessarily suggest its significance until you actually do the quest.
Level cap - I like it. Since it's ridiculously easy already to jack the skill system and max out most skills, at least your character ends up with a semi-final amount of HP, AP and carry weight. Semi- because they can still be altered by equipment bonuses, but unlike Oblivion you aren't allowed to keep leveling, possibly into the 50s, jacking your stats/skills all along the way and becoming a veritable demi-god.
So, give it a whirl... I don't reckon we'll be playing this one 10 years from now, but it's still worth picking up IMO. Not a classic, but a damn good romp.

Honestly, I love it.
In fact, playing both this and STALKER, this game feels like STALKER, without the shitty parts. With a whole lot extra added in.
