I see. Well, thanks guys, I'll pass along the thoughts in this thread to the lab staff, and they can look into it if they feel like it. In the meantime I'll keep my laptop away from that socket.

An electrostatic charge could cause damage, but it shouldn't really have enough energy in it to cause smoke and burning. Checking for a decent connection between the shield and the VGA grounds should be a quick job with a multimeter and probably worth doing.
