They didn't know for sure. It's apparently great news for a moon base and staging point for going to Mars, since if you have water you can make oxygen and rocket fuel and not have to bring it with you.
Next big question on the list: life on Mars?

But it's damn cold where the sun don't shine on the moon. Wouldn't the energy expendature for heat be too great for a base?
