The Sarif site "hack" has been there for quite a while now, it was part of the pre-launch marketing campaign.
I suspect this 11331tower thing is an opening note for some DLC marketing, we'll have to see how it pans out.

yesterday it was a different string of numbers on the marquee at the bottom of the screen. I didn't bother to write them down.
