So I've run into this a few times now, where I encounter prisoners or slaves who aren't wearing bracers but who have the "go free" option. I'll inevitably have a key to their cells and have opened the doors, but they still say I need to free them. Good examples are in the House prisons in Vivec and in the Ministry of Truth prison.
CAN they actually be freed?

Nope, there are certain slaves which can't be freed...pretty much all of them who aren't in smugglers caves infact.

And even if you do free them properly, I don't think they vanish until you change zones.
