McCain is apparently suggesting that Bush should just tell the Treasury to start the bailout without waiting for Congress.
I'm sure Congress would like that as it would get them off the hook, but I'd rather Congress be ON the hook for whatever does or doesn't pass. Bush isn't really politically accountable to any voters right now.
