I hadn't noticed a difference between sneak mode and regular mode. Does this only become more apparent when skills are balanced more toward thievery? Also what does the crouched guy symbol that appears mean?

The sneak key ruduces your speed, and therefore quiets your footsteps. However, this will only help towards the higher levels of stealth ability...especially when you are able to pickpocket.
The crouching guy icon is similar to the lightgem in Thief, it indicates your level of visibility.

the the crouched guy ussually means youre fairly well hidden.
and i think you can only sneak when your weapon is not drawn
