Really, you only gain points in sneak when you do it infront of people. You may even need to steal things in order to raise it.
The fastest way to raise sneak is to go to a trainer and dish out some money. This is frowned upon a lot, especially when you raise your sneak to 100. It's called power-levelling. Then again, everyone's done it atleast once, and it's not like anyone has to know!

Especially since Morrowing is an exclusively single-player game, nothing's really "frowned upon", the construction kit is even included to make cheating super-easy!
So I'm told.
As for Sneak, find somewhere you can camp without being hit, and then shoot a nearby guard or angry person with a ranged attack. Just sneak until you get the score you want (may take days) :p and then slay them.

Actually, if you can leave your computer on overnight...
Go to Ald Ruhn to the fighters guild. First guy you see when you go in - walk around him to get him to face you - then back off and go waaaaay around behind him. THEN sneak up to him - when you see his name pop up - STOP. Get some scotch tape and with your finger still holding the sneak button, tape it down on your keyboard, and go to sleep. In the morning, your sneak level should have gone up by at least sixty to eighty points. I used to do this until I stopped cheating. Now I play as a purist.

Yeah Nethawk has it right, just find anywhere behind someone where you can sneak (though it is perferable if your not unseen constantly to make sure its a challenge). Sneak is raised when you are unseen but someone would normally be able to see you if you weren't sneaking, taking items or attacking people won't raise your sneak skill, just sneaking.
