Is there any way, having stupidly missed it my first time through, to rescue the smuggler's friend when I go back?

I don't quite understand your question, you're playing through, gotten to the first Hell's Kitchen level and left it without rescuing Ford Schick. You want to know if you can then rescue him when you go back to Hell's Kitchen later in the game?
In short, no. You can still go down to the secret sewer base however.

What do you think happened to him in the meantime?
Executed? Deported? Thrown into that unnecessarily huge pool of sewage outside of the base?

That's what I wanted to know. I have no idea what I was thinking, I rescued the chick, got the password, all that nifty stuff, but I somehow headed right out of the level without even thinking about the smuggler. I only became aware of it by poking through the forum, and even then I had no clue who this smuggler guy was. A quick run-through of my notes proved that I had in fact been made aware of the dude, and just... forgot.
Not the end of the world, since I took care of the guy the first time I played through - but that was seven goddamned years ago so it's still kind of a disappointment. I used the cheats to transport myself to that level but it stripped me of all my equipment so I didn't bother messing around with it beyond that.
Naturally, I have resolved to pay more attention to what the hell I'm doing.
