All of a sudden I am not able to put Smilies or use the above button to create links, pic, etc.
I haven't changed any settings on my end. I don't have pop-ups enabled.

Are you using Firefox? Sometimes Firefox does not load the page fully / takes a VERY long time to load the last elements of the page, meaning that the buttons on the 'Compose Message' page don't work. Reloading should fix it.

I had the same problem at that time and day on another site that uses the same system as this one. It's obviously resolved, but I was told it was a server issue.
