Some, but not all, of the images in the Photo Album have various witty and informative comments written underneath. Are these comments written by the person who uploaded the photo, the folks who adminstrate the Album, or some other party?

They're written by the person who sent in the photo. It doesn't say it on the main page (for some odd reason, I shall fix now) but you can have an optional 100 character phrase, comment, URL etc with your picture. :)
