Yes, this is something we can improve on,
Registered accounts have been an issue in very rare occasions. It has happened but easy to ban. Most issues recently have been with mass connections from random addresses. I turned off the checks yesterday and within a few hours we were overloaded.
At the moment we're dealing with the least bad option while we can get better improvements in place.
