Where can I sell Skooma & Moon sugar? No one wants it, some people even don't wanna barter with me when I have it in my inventory.

Any Khajiit merchant will purchase moon sugar and skooma; there are two in Balmora one near the guild guide in the mages guild and another some where close to the silt strider.

In Ald'ruhn some lady in a bar (she's the bartender) will buy Moon sugar from you, I'm not sure about skooma, but moon sugar and skooma are essentially the same. The only problem with her is that she only has 250 Drakes, so if you have like 60 pounds of Moon Sugar after raiding a couple boatfulls at the docks it may take awhile to get your money... But it's worth it, that much can get you a couple thousand easy.
