[SPOILER]I don't know if it is really the simplest way, but I've found one in "Joshaba's Rare Books", a Kahjiit bookseller in the Foreign Quarter of Vivec. (go there by Mage Guild travel!)

I went there originally from a quest of Ad-Rhun's Mage Guild asking for another rare book about the Dwemers (?...the dwarves). After asking several booksellers they said it should be found in Vivec, and so I went there....

Finally at the same time I discovered very usefull information about a vampirism cure.
