Don't know if I should tell you this as a good, (dis)-honest member of the thieves guild but:
[SPOILER]it's in the foriegn sector. Go to the waistworks and take a door down to the canal level. In the foriegn section there are shops in that area (divided by the foriegn section tombs if you get down there and can't find it in the area you're in.)[/SPOILER]

If I remember correctly it's in the Lower Waistworks ( Foreign Quarter ). You'll have to go through one of the trap doors in the floor on the bottem level of the Waistworks. It's tucked into one of the corners.[spoiler]You'll also need a open spell or lockpicks to get to the guy. [/spoiler]
