I've got a few bows that have Silence on strike for 20sec or so but it seems that most of my opponents just keep on summoning/healing/casting after I use it on them, how do I get these things to shut the fuck up? :confused:

Is that the situation when the bow does not actually impart that effect to the arrow that's actually doing the striking?

Well, my 20 fire damage bows always get the arrows to do fire damage.
Maybe they're just using potions?

Yes, Silence won't affect potions or staves. Might not affect scrolls either.

Yeah it should be casting it on the arrows you shoot, and I know potions and staves are not affected by silence but I've rarely ever caught a mage with dispell potions or summon creature scrolls (okay maybe a few times but not that often).Something still seems not right to me.

There's always the chance the bow has no charge left.
