Sounds like a jolly good thing to do with a few thousand hectares of desert and an equal area of glass. You could probably put the 'waste' heat to use generating electricity too.
But what's better than having centralised production of potable water is to have the means incorporated into the structure and function of most buildings. An evaporation pond on a roof top would provide side benefits of insulating the top of the structure. I'm not sure if the evaporation would contribute to lowering the temperature of the structure in such a system but if it did, that would be a plus (in hot, sunny climates at least).
