I just took a nosey through the mod list and it looks like some great changes have been made to this game. The level capping mods, they fix the ridiculous level scaling in the game right? Thats the main reason I never got this game. Also how does it compare to Morrowind? I thought it was OK but the world felt to generic (NPC's and quests) is this the same for Oblivion. Also I heard the AI for the game was screwed is that still the case?

In short, Yes you should. It is one hell of an upgrade from Morrowind. Where did you hear about the AI being bad? Sure, The AI could be better. The AI system used is quite good. The look of the game is great. But, What sort of pc or platform will you be running it on? You said you looked into some of the mods which fix some of the problems such as the leveling problem so i am going to say your running it on pc? Can you post your specs? Tell me if you need more information about the game.
Do you play RPG games a lot?
This is the best Elder Scrolls game. But yes, Buy the game. You wont regret it.

The only way to truly "fix" them would be to go through and replace, essentially, every NPC. The mods do help quite a bit, especially on your first go-'round, when you don't really know any better, but subsequent playthroughs tend to reveal flaws. The core foundation of Oblivion is essentially flawed, and it'd take a hell of a lot of work to make it feel right.
That being said, they make the NPC/loot tables far less insane. My preference is Francesco's mod, as it's lighter and more customizable than Oscuro's (Oscuro's overhauls shit that was perfectly fine to begin with). I'll also recommend AF Level mod, Quest Award Leveling, BTMod and Realistic Ragdolls and Force (the latter fixes the absurd ragdoll physics). Those are what I'd call the absolute essentials.

I'll say many of Oblivion's quests are more 'exciting' than Morrowind's. I liked a couple of the Thieves Guild missions quite a bit (the last one particularly), and thoroughly enjoyed most of the Dark Brotherhood quests. Morrowind's quests have more depth, and decisions you make can actually impact the game. With Oblivion, they tried to make it seem like making certain decisions would impact things, but that was rarely the case.
If anything, Oblivion's world is more generic than Morrowind's. The environments change, and some locations feel as if they're more regional than others, but it's all just for the sake of appearance.
There are a few decent AI mods as well, but I haven't tried any. I thought Oblivion's AI was okay, sans for Mages and Archers continually running backwards all the time. That's damn annoying.

The two first mods I'd pick up are BTmod (an absolute must) and Oscuro's Oblivion Overhaul (there are other mods that do similar things but I prefer OOO). OOO fixes all the crazy level scaling and throws in a load of level caps and some awesome loot, just don't expect the awesome loot to be easy to get to and be prepared to do a lot of running away at early levels. With the right assortment of mods, Oblivion is better than Morrowind in almost every way, perhaps the story is better in Morrowind though, Oblivion's main quest is pretty weak.
The best improvement in Oblivion over Morrowind IMO, is the combat - it's actually fun and requires a little skill as opposed to Morrowind's 'stand in front of them and click lots' take on combat.

I was refering to the AI ecology that was talked about in the previews. I've heard that it doesn't work as promised and is a bit broken.

A fair amount. I have Fallout 1/2, Planescape, Baldur's Gate 1/2 (and expansions), KOTOR, Arcanum, Icewind Dale and plenty of oldies like Ultima Underword etc. I only had Morrowind on the X-Box though.
Glad to hear the combats improved as it was pretty dull in Morrowind. In regards to the generic nature of Morrowind I was meaning the quests (which seem to be much better in Oblivion) and the characters. I really hated how most NPC's were walking information posts and the story related ones were pretty bland too. I like having a bit of a conversation ala Fallout, Planescape etc

Arcanum could have been so good but it was ruined for me by the terrible balancing in it. I mean, the looking glass rifle was so ridiculously better than all of the other, much harder to make guns so there was no point in investing so much money and skill points in making any other weapon. I think one of the problems was that one of the firearm training thingies you could get reduced the number of action points needed to shoot, which completely destroyed all the balancing in weapon speed. The turn-based combat made this problem worse and though you could play in real time, you'd have to be some sort of god to control anything at the speed it played at.
Granted, I never completed it thanks to the total spontaneous corruption of all my save games while playing.

Realtime combat in Arcanum was like a comedy. It moved so fast it was hilarious. The game was really unbalanced as well. I went the tech route, and had the looking glass rifle with an army of mechs. I was so powerful late in the game nothing could stop me. Mages couldn't even get a spell off before getting hacked to death by my mechs. Contrast this with BG2, where mages (and liches especially) could really mess with fighter characters. But Arcanum was so much fun from the story and roleplaying angle that I could overlook this part of the game. It's one of my favorite RPGs.
