Is there any canon (or pseudo canon) on what the Shoalsgate city section is like? I'm thinking of setting my FM there.

It's never called a City section in the canon, it's the name of the prison complex. Look at the Shoalsgate (little "g") Station mission, and you will see all there is to know that the canon offers. Anyone calling it a city section is making stuff up. That's perfectly fine as long as they aren't saying it's canon.
Some people think it's a City section because of the mention of a party at Shoalsgate Tavern, yet they forget that there's a tavern right outside the Prison walls.
No text or spoken word ever refers to Shoalsgate outside the context of the prison.:thumb:
You could take what the fake buildings and distant art surrounding the prison represent, and flesh it out. :D
