What does shield do? Like if I have an item that does shield 20%, does that mitigate 20% of all incoming damage or what?
What do these 'shock shield' or 'flame shield do too?

From the manual (;)):
Shield:
Creates a magical shield around the target's body. Its magnitude is added to the target's Armor Rating.
Fire/Lightning/Frost Shield:
Creates a (fire/lightning/frost) shield around the target's body. Its magnitude is added to the target's Armor Rating, and reduces damage from (fire/shock/frost) attacks.

If I get an item that says "20% shield" and I have 100 'armor rating' does that mean I get 120 armor rating? feh

If I block a fireball with a non-magic shield, does it have _any_ effect to the damage taken?

As far as I can tell, no. Blocking, even with a magic shield, will not do detract from the damage taken. However, if you had a shield enchanted with reflect, or with fire/lightning/frost shield, then that would detract (but then you don't actually need to bring up the shield, it will be a CE enchantment.)
Best bet is to find the Spellbreaker shield. I have no idea where it can be found, only that...

The "Shield" effects also protect against Disintegrate Armor/Weapon. At least according to the editor.
