OK, I am currently living in the Council Club in Balmora, after ushering the C.T. out with my claymore, and I decided I wanted a second, smaller pad, in or near Vivec. So I toured all the apartments in the St Delyn/Olms canton (and found some interesting things which I left well alone as they looked like they were parts of quests) and I discovered one in St Delyns which was totally empty. I understand from NPC dialogue that the Temple rents these places out. Is it OK to just move in to this apartment, or is there anything official you have to do, like pay rent? That might sound stupid but I like to do things properly, I'd don't want to be a squatter if I can help it, nor do I want to return at some later date to find that someone else has moved in :) Maybe that apartment has been deliberately left empty by the developers so the PC could claim it?
Second, I keep getting plagued by annoying dreamers and attacked by ash zombies as I sleep. Before Caius left I spoke with him about this and he said something about sleeping in the open countryside being safer (well I'm not doing that all the time) or alternatively finding the Sixth House base in the area and "taking the fight to them". I can't get any more information on this. Is there a base that I have to destroy-other than the one in Ilunibi with Dagoth Gares, I've already cleaned them out? I'm fed up of seeing Dreamers standing at every crossroads, they just respawn when I kill them.
Thirdly, I keep getting quests that I've never accepted 'leaking' into my game-when I spoke to Hecerinde in Balmora, totally at random, I clicked on the South Wall topic, and he said to tell Sugar-Lips Habasi that he would secure it for her. I understand this is part of a Theives Guild quest, but i'm not even in the Theives Guild. Other things like this have happened before. Has anyone else experienced this?

Don't know about the "apartment rental" situation, but you ARE supposed to be attacked by dreamers & ash zombies, it's all part of the main quest. There are various Sixth House bases around the place which control the dreamers/ash zombies in that particular region (which may cover several towns) and if you kill the Dagoths there that is supposed to turn the dreamers back to normal citizens.
Some parts of quests you don't have to be members of a guild to get, that is quite common. I came across the same Herceende/Sugar Lips situation like you mention when I could not join the Thieves guild, but I could still get that particular topic from Herceende, went to Sugar Lips to share the info, but they would still not let me join the Thieves guild!
There's actually lots where you can do bits of quests without being part of the House/Guild, like killing the mudcrabs in a Redoran House quest. All part of the game.

Re: paying 'rent', I wouldn't worry; that's just for NPCs, and any apartment that's empty should remain so for the rest of the game (in other words, I can't think of any quests that do something like that)
Shadow Crow's right on the money w/ his answer, just one small clarification is needed... the dreamers that turn back to normal are the ones that act normal during the day but wig out at night. The other ones (ie: the ones at the crossroads) will still be their normal pissant selves.
And re: getting quest-related journal entries prematurely, that's a bug; if you're never going to join the faction that owns the quest in question you're probably safe in doing this, but otherwise I'd restore were I you.
