You have to extract re_respawn.script file (script folder). In the first part you will see the max pop cap for each type of AI. If you look below it you'll see the global spawning rate which by default is at 300 seconds. Just raise it to your liking. Also in the max cap setting you can lower the bandits, raise the monsters... anything.
The only thing is that it's not that simple to find the balance you like. Sometimes it turns out differently that you would immagine, I'm not talking about problems, mind you, but it's a matter of balance. If you lower bandits cap too much, you'll be seeing a LOT of lonely stalkers going around. It needs to be tested, balanced and so on. And frankly, for me, it's ruining the game so I prefer the devs to do it.

Thanks. I'll try it out.
Maybe when I finish the game normally I start to experiment with these settings and set them so that the Zone will be populated only by mutants and few rare stalkers, if it will be possible. This may lead to some weird results, but eventually also some good fun.

It is possibile, I've already tried it out. But I set up the monsters to high and the lone stalkers have been slaughtered.

Sorry if I'm rehashing the same moan but... wouldn't it have been nice if they had released a finished game? It was a long time in developent and its still broken. I keep wanting to like it (the atmosphere is good to be honest, really desolate feeling and spooky.. well, not so desolate as there seems to be an ambundance of bandits but..
Sorry for the moan but.. can't help saying I'm disappointed.

there's nothing wrong with being disappointed. but i wouldn't go so far as to say it's "not finished"- that's kind of an elitist attitude, and that doesn't belong here in TTLG :sly:

Guys, I was tinkering with the aforementioned file, setting all human life to minimum, expecially bandits (I'm thinking about lowering them further though) and increasing a little bit the wild life. The effects have been terrific so far, the atmosphere is thicker and the Zone feels as the Zone should have :) I'm still not content with the bandits because even if their total number per spawn is 15 versus 40 stalkers they usually travel / spawn in packs of 5-8, while the stalkers have to gather in group first.
But maybe I'm obsessed. Anyway, I've seen some new things, since the balance of the world has been changed and the world is reacting. Nothing spectacular, so far I saw two experienced stalkers around the fire at the outpost camp, near Wolf. I've never seen them before. The third one was sleeping in one of the ruined buildings. And it takes time for the car park to populate again. It's still the place of fierce firefights, and if there are >3 staklers, the damn bandits will in most cases win.

Well, I looked into the install directory - where is that Script folder and the particular file ? And how can I extract it ?
Please describe me briefly how are you doing this thing from the start, what should I overwrite and what should I eventually backup.
