Recently I went on a quest (more like a post-boy) for the House Hlaalu where I was given a sealed message, I couldn't equip it, and when I dropped it and picked it back up, it said to break the seal, I needed to "Drop the Scroll on Your Character" and I was wondering, what the heck does that mean?

Just means you need to try and 'equip' it.. that 1st time you tried must not have worked (the script it uses is a touch over-complex). If that doesn't work, you're not missing much... the contents are encrypted:

If you're talking about the sealed message from the guy in Caldera, it's not encrypted. Keep in mind the statement that 'Uncle" Curio makes to you about talking to him if the guy in Caldera asks for something suspicious. The fact that he's asking you to talk to one of the clerks and warns you specifically not to talk to the guy in charge of the Hlaalu Treasury (or vaults, don't remember exactly which) should set off all sorts of alarm bells.
You can deliver the packet unopened to the correct person, go to Cassius Curio with it and give it to him unopened, or open it first, read it, and then take it to Cassius Curio, "cupcake." The choice is yours. Of course, the guy in Caldera won't be too happy with you if you turn him in...

Whoops, right; I was thinking this was the 'treasury report' that Edryno (I think) sends you to deliver to the Hlaalu treasury.
(Oh, and btw, Crassius makes it so that the gent who gave you the message doesn't know he's been duped)
