I know the Oscars is a useless masturbatory exercise by the american film industry, but how the fuck did Children of Men not get the nod for best cinematography? I loved Pan's Labyrinth as much as the next man, and it was pretty to look at, but the car chase and street battle in CoM were just insane. Bah. Worst travesty since the nautical awards.

Sometimes yes, sometimes no. Obviously, Scorsese's win isn't really going to have too much of an effect on his creative freedom at this point in his career, but an Oscar always brings with it more name recognition and (for better or worse) more creative freedom.
Peter Jackson probably wouldn't have been able to make King Kong, or if he did, it wouldn't have been the film it was (whatever your opinion of that film is) if he hadn't gotten the Oscar for Return of the King.
Guillermo Navarro is going to be a really in-demand DP for the next few years and may even be able to leverage his Oscar into being a full on director.
Jennifer Hudson is going to have her pick of film roles, up until she picks something fucking atrocious and/or decides to throw her weight around set as being an oscar winning actress and turns a ton of producers off working with her.
Overall I think an Academy Award wins creative effect is most dependant on what point in the career of the recipient it happens.
