Ok, I've looked around for a bit now and come up with nothing.
Now before I keep searching I might as well ask, because in truth im not all that certain.
I've noticed a depressing lack of leet rares in Oblivion. I'm an item hunter, 100%, what gives me a hardon about these games is plunging into some dungeon and killing some baddy or finding some chest containing some awesome sword or armor. Granted, in Morrowind it was a little too easy to find Crysamere and the Lords Mail, but I still think proper scaling is necessary in games like these. You just gotta make sure you tuck something like "Lord's Mail" deep inside a 5 level dungeon, not in some fcking small ass cave with 1 guy guarding it.
So anyways, I read that Oblivion generates loot and baddies that are equal to, slightly lower or higher than your character. Is this true? So far it seems depressingly true. I cant find anything but wuss ass bandits and vampires and every dungeon i plunder gains me a whooping 50 gold and some silver or iron gear.
Where the fuck are the minotaurs? I know they'd kill me, but that's the fun of it. I remember making my way into some trolls cave in Morrowind and having to run the fuck out of there with my tail between my legs. I came back when I was stronger though, I killed that fucker, and I took his leet ass axe.
So, now that I'm done ranting/rambling I'll get to the point:
Oblivion scaling sux doods, is there a good mod out there that fixes the scaling? I already went through the mod thread and all the ones there seem to do the opposite of what I desire.

Unfortunately, yes, this is more or less true. This is also a problem for thieves - there just aren't too many rare and expensive items to be had. AFAIK, there aren't any real artifacts (with the exception of Umbra) which aren't obtained through a quest. Terrible, terrible, terrible.
That's one of the things I truly miss from Morrowind. All the dungeons and such in Oblivion have little purpose! You go in, kill everyone inside, then take their armor and weapons to sell. Someone needs to populate the world with better weapons and items, then make the leveled items less powerful. 33% reflect damage per Ring of Iron First?

Welcome to the world of "balanced" gameplay. I know there are a few mods at (
http://planetelderscrolls.gamespy.com) that fiddle with loot and monsters to make them a little less "levelled", but I haven't tried any of them yet. Probably find similar mods at other sites as well.

Well, I was attacked by a bandit who dropped a Bow of Burning. Sells at the npcs for less than 200 gold but it's still way better than any bow I had found before then. Also I was ambushed by like 7 bandits at one point, they put up a fight, it was *gasp* exciting. I made my way into a random dungeon and was awarded with some crappy but otherwise better loot so I was happy. Also I ran into a strong imp outside. Fast forward to another dungeon and I found a full set of dwarven armor and a really nice claymore. Nothing OMG wtf hax, just nice loot. I had to use like 20 healing pots to kill the bitch though. ~_~
Anyways, I definitely recommend this mod.
The only problem I had with it was I ran into a glitched bandit who could hit me but I couldnt hit him. He was invisible, too. Not like skill invisible, just completely glitched. I could hear him, and feel pain, but that's it. :) I'm going to hope this was a rare isolated incident for now.

At higher levels however, the loot thing is pretty ridiculous. I just looted one of the forts for about 100,000 worth of Daedric and Ebony items. Of course, I only made about 40,000 gold cos the shopkeepers won't go higher than 1,000 per item, but still... it took me about 8 trips just to get it all back to the entrance.

The scaling is true for a lot of barrells and chests that have randomly generated loot (which also existed in Morrowind), but the really cool/rare items (I'm not including common stuff like glass/ebony/daedric/etc) are generally only obtainable through questing. Unique items also tend to actually be more useful than non-unique items this time around, which is a good thing. I want to have to work for my goodies.

Yeah, it's only the daedric shrine quest items that aren't levelled. Everything else is levelled.
