1-I can't seem to figure out what the sanctuary spell is for.
2-When do I get to experience the Tribunal and Bloodmoon expansions? Besides the new areas, any new equpment?
3-Why is it my game runs slower ever since both the expansions were installed?

1. Sanctuary makes you harder to hit. The higher the number the harder you are to hit.
2. You can experience either whenever you want. Head to the island in the North West for Bloodmoon, or rest until you are attacked (Then follow your journal) for Tribunal.
3. There are more global scripts running, which could slow it down, but it shouldn't affect it too much. It does load more into memory, so if you don't have much RAM it may slow it down a little.

Zaphod mentions I shouldn't try bloodmoon until I have reached a high level. Is he right?
How exactly do I complete the fort moonmoth's quest? The one where you must "eliminate" members of Camona tong. Maybe I read wrong but didn't he say to end it in a bloodbath? I killed them and now the whole world is out to get me and the game tells me to restart.
Finally, you mentioned there was a book that tells us what lies beyond the ever-disturbing ghostgate. Which book is that?

He is correct - almost all of the mosters are very powerful in both the expansions. Even though you can go there whenever you want, the creatures will be very hard for a new character to defeat.
Taunt them until they attack you. The whole world won't be out to get you because they attacked first. This requires a fairly high speechcraft and the taunt has to succeed multiple times.
You are given a book during the main quest that outlines what is there. Or you could just go see for yourself... :)

Alternatively, kill the baddies, then cast a high chameleon spell (Amulet of Shadows is v. useful here), then cast divine intervention from inside the council club, which will teleport you to the door of Ft. Moonmoth. Enter and speak to Larrius, who will sort out the problem of people wanting to chase you. Basically, as long as you can avoid being seen until you speak to Larrius, you'll be ok. Make sure you use chameleon, not invisibility- the latter dispels as soon as you do anything (i. e. attack, open doors, activate objects, talk to people)

Use a chameleon Amulet. There are few good ones available.

Amulet of Shadows is a must, anyway. If you go from Gnisis to Ald Velothi, on the way you'll see someone a little way off to your left after you go under a rope bridge. She asks you to help retrieve her ring.
See it through and you'll get the amulet.
It's a very powerful item- probably somewhat unbalancing.
You could use scrolls for both chameleon and Divine Intervention, too.

Mages' guild, temple, thieves' guild, freelance spell merchants- lots of NPCs sell spells. And scrolls.
