Is there a safe place to stash my excess loot, early in the game? I'm far off from completing the "Power of the Atom" quest, nor any other that unlocks property for the player.
I know that in Fallout 3, the NPCs tend to take shit that's secured in any old random locker or chest, unlike in STALKER:SoC.

Clean out a random dungeon (f.e Springvale school which is close to Megaton) and stash your stuff in one of dozens of containers of your choice. It should be safe there until you get your house, as NPCs respawn slowly in dungeons.
Actually I don't think it's so hot with NPCs looting containers, I never witnessed it personally, but it's fairly common that scavengers loot dead bodies and NPCs frequently pick up better weapons from the ground. NPCs I kill in wasteland and in dungeons never carry anything more than what seems to be their small share of default equipment. And scavengers are quite rare to be found.
AMK mod for Stalker makes NPCs pick up almost everything they find on the ground and they loot stashes as well. Fortunately you can make your own stashes.

When haven't got a home I generally just drop my excess stuff on the ground, on the landing near the door of the Megaton home, rather than bothering to figure out whether various containers are safe or not. I have never, ever had anything go missing that way. I've also just dropped stuff outside the entrance to Vault 101 without problems.
Outside of combat, NPCs will only pick stuff up when they're scripted to do so, and will only pick up the nearest example of the specific things that they're scripted to pick up. Usually that means an item in whatever room they're in at the time (you can frequently see the scavenger inside Lucky's do this). During combat any fighting NPCs will pick up weapons if they need them, but that's about it.

Huh, I didn't even know npcs looted containers.
I did Power of the Atom about 5 minutes after I left the vault, so I had a house for the whole game.
Couple times thought I ended up overloaded and I'd just drop a bunch of stuff in the nearest dumpster and come back for it later.

Interesting...
I left a Fat Man and some other stuff outside the pub in Megaton, and also a large stack of scrap metal outside the entrance to Underworld, and all had disappeared several hours later; in between which time I had completed a couple of side quests and recuperated in a bed somewhere in between. I've never had anything go missing from a locker though.

Perhaps proximity is the key. If that's the case, then the entrance to Underworld and the front of Moriarty's would be very bad places to drop stuff due to the high NPC traffic in the immediate vicinity. As I said, my little stash spot seems to be safe enough, even for things like Chinese assault rifles and power armor.

My main stash point was the Nuca Cola vending machine in springvale, you can walk in a nearly straight line from the main entrance of megaton towards it.

That might be a slightly risky spot for leaving weapons. There's going to be an occasional fight breaking out in that area when patrolling Outcasts come through and meet the eyebot that's always hanging around, so there's a chance that they'll lose a weapon and grab one of yours. Probably a very slight chance, but still...
I've heard that the Super Duper Mart is a good place to keep stuff after you clean it out. Can anyone confirm this? Since it's got a few beds, it might make a good alternate "home". I also suspect that Smith Casey's garage might be good, since it has a trunk that never seems to have anything in it and a bed.

Ppl, if you are so worried about NPCs looting containers, stash your things deep in the bunker below National Guard Depot. Once you clean it of robots, that is. I guarantee you nobody will get there! :D

Heck, if you really want to keep your stuff safe just drop it on the platform outside the Jefferson Memorial and then complete "The Waters of Life". After that absolutely no one will be able to get your stuff...including you.
Incidentally, I like to leave a few welcoming gifts on the platform for the Enclave troopers; a few bottlecap mines on the narrow walkway spaced close enough together to go up in a chain reaction, plus one more for the officer.
