I'm amused that all the people who a month back were saying that Russia was winning because it was making steady territorial gains and Ukraine wasn't and that was what mattered, are now the exact same people claiming that territorial gains don't matter and Russia is winning because it's, uh, retreating strategically or something.

Nobody is willing to admit to him that these uniforms never existed. It makes more sense that each official down the line wanted their slice of the corruption pie, and eventually there just ended up being zero actual money for the uniforms, despite what the paperwork actually says.
Some sources are saying these uniforms are the winter gear, and that could make sense if the graft started before the war even began and they stole the entire budget for winter gear, not thinking they'd even end up fighting a winter war. That's what I think happened with other surprise missing gear such as the tanks with missing engines.
