To date, five Russian 'senior leaders' have been killed in the Ukraine including one general that was killed after using his cell phone which the Ukraine resistance was able to track to pinpoint his exact location. I'm guessing it must really suck to be a Russian senior leader right about now, waiting to hear your name called next after the death of the previous senior leader has been verified. I'm also guessing Russia won't ever run out of senior leaders even if they have to start promoting soldiers from lower ranks to that position, although doing so may not be so wise since those in the lower ranks are lacking the experience of their seniors. Oh well, so much for Russian generals being able to provide a boost to the low morale currently pervading Russian troops.

If you look at management structures in any industry, I'd say never. We would need to collectively set social expectations that the values of a leader are empathy, openness and fairness. I've never seen those things get you to the top.
I know it was a rhetorical question tho
