I wonder how much money are they stealing from the state, one can guess much more that the miserable 80 millions euros that Berlusconi's parties per year wasted, if that's just one politician I wonder how much they manage to swindle in total, and since Russia is a bigger economy the quantities must be astronomical.

The ruling elite needs oligarchs as much as the contrary, to show wealth to the world: it's like a display window Putin just let be for convenience (to attract more capitals.....before the war). But like in Fascism if an oligarch steers away from his function he will be replaced (tipically dying in the process)
Putin has no problem to openly call oligarchs thieves if this is what people want to hear (when they can not dream to become one of them, like in the present period)
The ruling elite is NOT interested in money, it's interested in the exertion of power because money can't buy the kind of power they already handle.
Berlusconi was a really naive narcissist before "hard" narcissist like Trump or cold schizoid like Putin.
