There's been a kind of deal between the Putin regime and the bulk of the public that doesn't care about politics. Putin gets to be autocrat and do what he wants in Ukraine as long as it doesn't affect them, i.e., as long as stays as a minor military intervention and not a real war that has high casualty numbers and calls for 10Ks of people's family members to be drafted into the military.
Private militias were one way Putin could keep his side of the deal as long as he could, but obviously it came with the risk of what actually happened.

...My bet is that this ends up being "stealth recruitment" and anybody who signs up just gets shipped off to Ukraine anyway.

I have to imagine that part of the reason to make them quasi-private is to sign up people who are avoiding the army because they don't want to fight in Ukraine. It seems risky to arm a regional militia full of such people and then try to pull a bait & switch.

They'll probably be offered a bonus for joining the Russian main military force in Ukraine instead of being forced to go.

Yes, very surprising news if true. Who would have thought that the man with a bigger target on his back than Zelensky would have been killed.
What's surprising is that he got into an airplane at all. That was not a great move.

He's been seen traveling in Russia since the deal. It seemed like he was given a little time to close up shop in St. Petersburg before starting exile. I guess he took the liberty one too many times.
