I have put myself into a bind concerning membership in the Redoran and Hlaalu houses. Early on I joined the Redorans and advanced quite quickly to the rank of "House Cousin."
During the main quest I became involved in thwarting a plot to kill the Duke Dren of Vvardenfell. Obviously I need not explain the reasoning behind such an act except that it was to be orchestrated by minions of the Duke's brother; Orvas Dren. I would have to read back over my journals to figure out exactly how this happened but in any case by sparing Orvas' life and stopping the assassination, combined with my quest to become Hlaalu Horator, I was eventually granted the rank of Grandmaster in house Hlaalu by the Duke himself. (I started at house cousin)
Once again, somehow I managed to exploit (unknowingly) glitches in the game... I own two Manors. One as Redoran and one as Hlaalu. My problem is frankly; I cannot advance beyond Redoran "House Brother" due to prerequisites in the way of Houses. The Redorans it seems, built my house without my knowing; I never received permit from the Duke to build the house.
The humorous aspect of it all is that I discovered this property as my own only after being sent on a house Hlaalu quest to kill the lord who's manor lies in Bal Isra... however, upon searching the complex I realized something was wrong; there was no lord of the manner. I then questioned various people who answered with a servant's reply, "What can I do for you sir?"
To confirm my suspicions I began removing objects from the shelves, yet no one attacked. This was obviously my Redoran home. In the Hlaalu quests I was to kill an unauthorized builder, yet because I was advanced to the rank of "House Brother" in house Redoran the complex was built for me...
I could not kill myself and complete the quest so I began to pursue this rather amusing paradox. Unfortunately, since I had already been given one permit by the Duke, I could not be granted another. So this be my dilemma: how can I circumvent this prerequisite to become House Father in Redoran and ultimately Grandmaster?

It might be solved through a journal update. Adding the journal entry that denotes you've completing the stronghold construction 'quest' manually using the console may permit you to continue to perform quests in House Redoran. If you are comfortable with the construction set, you might be able to figure out the journal index that is required. I will try to remember to look into it.

The quest HR_Stronghold is prerequisite to several House Redoran quests, so that may be what is holding you up. Type at the console:
[SPOILER]SetJournalIndex, HR_Stronghold, 300[/SPOILER]
It won't add a journal entry to your log, but it will have the quest awknowledged as complete. I hope that this solves your problem.
