Dowd is relatively unimportant in the Illuminati ending. You're thinking of Everett, that's the important guy.

What I do is head through the window that leads into the warehouse from the first hells kitchen mission, it's still on the burnt down building, if you crawl through there the cops don't notice you no matter if you talked to Joe Greene, Shea or anyone else. Hope it works as well for everyone else as it does me
