To me it suggests further opportunity for decision-making; offering different paths, using different tools, different playthroughs.

Another article from the same demo said the claw "replaces" rope arrows, so I think that question is still open.

I'm putting my money on the possibility that the claw is something Garrett acquires as the story progresses henceworth opening new areas/ways to navigate the freeroaming part of the city (and of course playing the missions).
