Because the fallacy would be in thinking that it would improve the standard of living. An oil shortage will cause negative growth, continuously, for years, unless we develop a magical alternative. Any job created by an oil shortage will simply be labor and capital spent on slowing the decline, which otherwise could have been used increasing wealth were there no shortage.

Ah. But... wouldn't it still mean that it'd be beneficial to prepare for the situation beforehands regardless of whether it'll be a disaster or just a regular bad thing?

Depends on how extensive your preparations are. If it's just slightly bad, buying some oil futures could be a good bet. If it's going to be the end of the world, going all crazy-survivalist might be reasonable. But if it isn't you'll have spent your life savings on some stuff you don't really need and you'll feel stupid.

If the individual states want to spend some money on research for alternative energy sources, or the military wants to spend money on researching for alternative energy sources for military purposes (that may have larger consequences), then that would be okay with me.
