I currently have a level 53 character whose birthsign is the Atronarch. When I originally created this character, it was my intention to eventually enchant a ring or amulet or something with a constant effect restore magicka so that the lack of magicka regeneration from my birthsign would be essentially fixed. I've got a soul gem with a Golden Saint in it and the item I want to enchant, but I cannot find anyone that can sell me the Restore Magicka Spell!!! Does this spell even exist in the game, and if so, where can I buy it???

A Restore Magicka spell effect does exist in the engine, but I know of no spells using it that are sold/available in-game. When you think about it, it would be kind of pointless to have one - whenever you needed more Magicka, you could just cast the spell to increase your supply, thereby allowing you to cast more of the same spell, further increasing your supply, and repeat until you were at full levels. The only way to counter this would be to make the cost of casting the spell greater than the amount that casting it would recover, but that would basically ruin the point of having it in the firstplace.
As to what to do about it, one must first ask the vital question - are you on PC or Xbox? If you are on XBox there isn't much you can do - perhaps the best bet would be to buy a Fortify Magicka spell, which might be at least somewhat helpful. If you're on PC, there may be a way to add a Restore Magicka spell to your list through the console - but the best idea would be to use the Construction Set to create the enchanted item you wanted, and then save it as a plugin to use with your game.

You could base it on the Restore Health spell. Using a daedric tower shield you can only get to constant restore 9pts. per second (225 enchant.) In a ring you could get probably 4-5 pts.? That's if you don't want to cheat too much. 9 points a second is plenty for me healthwise.

Get an Ancestor Ring or make a cheap spell to summon an Ancestral Ghost. Use hand-to-hand combat to hit the ghost until it starts attacking you. The ghost keeps casting weak spells, and you absorb most of them, getting your magicka back little by little. When the ghost disappears or switches to melee, summon a new one.

as long as you don't have much magic resistance, make a spell of 100 point drain intellegence for one second, it will do what you want.

You mean after your intelligence returns to normal your magicka is restored?
