I've downloaded serveral plug-ins that add new land masses to the world, and they only seem to show up in the global map if I start a new game with them turned on. Is there a way to get these new locations to show up in a current game?

And sorry Xeno, I don't know how you can fix the plugin thing. I assume you have them checked off in your data files list?
Maybe you oughta contact the plugin authors about this.

Apparntly they have found a way to update the map without restarting the game, and are including it in Bloodmoon.

I guess what you'd need is a kind of "soft" reset, versus a "hard" reset (all mobs respawn that you've killed, all items you've dropped are there), the quests might still be "checked off".
Would there be anyway to copy existing zone information (areas cleared, quests done) and "paste" it onto a "new" map?
