Ok I’m at my wits end, can someone please tell me what I need to have skill wise to join the thief's guild

Are they turning you away? You need to have some ability in many of the skills they favor: Sneak, Security, Acrobatics, Light Armor, Short Blade, Marksman.
If you possess some of these skills you should have no problem joining.

I have all those skills of 40 or better. Is there someone to talk to outside of Balmora?

Are you sure you haven't done anything to get banned? I had the same problem and through experimentation figured out that I had done the Fighters Guild quest for the Telvanni Agents (the Caldera mine quest) and that is why I couldn't join the thieves guild. Figures. I am in every other guild in the game too. So it could just be that they won't let you join because of a faction problem.
If you really really want to join...you can always cheat. Pull down the console (tilde ~ key) and type:
player->PCRaiseRank "Thieves Guild"
that will put you at Toad rank.
