You can disable security first, by hacking a security panel, then get close to the turret and hack it. But you don't need to hack security to be able to hack a turret. As long as you can get close enough to the turret whilst remaining out of its line of fire, you can hack it.
Er isn't it's line of firs 360 degrees? And they've always popped up magically even if I'm 10 metres or so away - creeping doesn't appear to help or anything :S
So you can actually somehow sneak up on them and hack them without hacking the security down first? How?

Behind a closed door, for instance. Or around a corner. After you click on it, you don't need to remain in its line of fire for the hacking screen to remain in your HUD. You can, for instance, get close, lean around the corner and click on it, then move back behind the corner and hack it peacefully.

Unless people always play as a gung-ho marine, I wonder how is it possible not to consider the possibility that turrets or laser cannons could be hacked.
Yeah, me too ;)
On the subject of turret locations I always envisioned concealable turrets in my own levels. Sadly since I never got close to actually releasing anything it remains to be seen in an actual FM, but I had that preset locations with elevators and stuff bringing the turret and setting it online. Made much more sense to me than moveable turrets (especially with the shape they were given in SS2.)
My
Rickenbacker -reimagining is the closest thing to a FM I have around that has those right now.
