I haven't seen it mentioned so ...
For current games (including those under development), the "official" game website might have a "fan kit" available for download with game backgrounds and other themed graphics for use in creating your fansite. It's quite common for many games, to make it easy for a fansite to have a themed look and feel.
You might want to poke around the Bioshock site and look for one.
