I will be playing along and then my frame rate goes to about half it's norm. This is not the changing of the scene. I can be in a cave and get about 70-140 fps and *poof* it will go to 30-60 fps. That's great inside; but outside, I can go as low as 5fps-This Sucks!!!!!!! I noticed that my power light on my pc blinks when this occurs. Any of you know what I mean, and can help with this prob????

The power light blinks? Ick... here's a completely uninformed question right back atcha... assuming the blinking power light is significant, what wattage of power supply are you using? Is it possible that you hit a scene in the game that's making your graphics card suck down more power than the power supply can put out?
(Heck, in this case, don't take the above "advice" with a grain of salt; use the whole shaker. I'm an idiot regarding troubleshooting hardware issues that go beyond 'is the card firmly seated'? I'm just perturbed by your power light blinking)
Edit: One other thought... are you positive it's not your hard drive light that's blinking?

yea, it's not my hd light. As far as the wattage, I don't know. I am a novice programmer, and in the graphics intensive app I am working on now, it does that after a while too. Might have something to do with high powered graphics. It may even be related to how some people keep saying that it 'crashes' their sys.

Hmm.. I might buy that insufficient power might crash some machines, but I've got a 400 watt power supply in my comp. (usual power supply in eMachines is ~250). You might want to pop your case open and take a peek at it (it's the metal box with a fan that you plug the power cord into); most have a label on the side that says how powerful it is.
If it's anything less than a 300, I'd recommend you upgrade it even if it's not the problem in this case; you can usually find a decent 300 watt for ~40$US, and installing one is very simple. You just have to remember which devices had a power cord in them, and duplicate the pattern; sockets won't accept connectors unless they're the right type and turned the right way, so the worst you'll have to do is snug them down if you didn't do so enough the 1st time.

get a enermax or altek PSU 350+ depending on how much u got in ur comp if ur raid scsi 450+ if ur stacked

Do you have your pc hooked up to a surge protector along with every peripheral known to the pc world hooked up right along with it, this can cause your pc to have dramatic losses of power at times.
buy another surge protector and try to hook it up alone on a seperate outlet.
