I believe two invisible staff forums do exist (or at least they did a couple of years ago when this was a UBB forum - they were visible in the list then). I expect this sort of thing is discussed in those forums if it is necessary.
Making such a forum open (or even readable) to everyone wouldn't be a good idea. While I believe most of the consequences of any such decisions (warnings directed at multiple people, editing posts, deleting consecutive posts, temporary/permanent bans, etc.) should be visible to everyone in most cases, the complaints and decision-making should not be. Allowing people to vote would be worse still - you'll usually get a lot of "ban" votes from the people who the person has annoyed, and a few "don't ban" votes from the person and any friends they might have on the forums. I expect that few other people would take the trouble to vote, as it's not as important to them as to those who are annoyed, therefore it's unlikely the results would be of much use. Plus there could be problems with grudges, multiple votes from seperate forum accounts and computers, etc.
I reckon the best option is similar to the current system - if you believe a case is serious enough, take it to the admins (not publicly), and let them deal with it. The only change which I believe could have a positive effect would be for the admins to always state when someone is banned (in the thread which is most relevant to the banning) - that should be at least as good a deterrent as any other.
