in the game I know that you can select between self, target, etc
but for the recall spell I can only select self for some reason.
I have tried many "vendors", but to no avail.
anybody have any idea as to what may be going on?
and on a side note
how do I activate the ingame console? :tsktsk:
and what is the command so that framerates are displayed?

Recall is a spell that can only be cast on yourself. As easy as that :cheeky:
Console is activated by pressing the ~-button (just below the Esc-button).
If you wanna see fps, you have to enable some option in the cfg-file in your Morrowind-directory. show_fps or something like that.

however, in daggerfall I could set an "anchor" with recall, explore the dungeon
cast recall again and go back to that anchor.
in morrowind I tried to to the same, but when I cast recall the second time
I do not go to the location where I had cast recall the first time.
does anyone have any idea as to what is going on?

In Morrowind, the functionality you describe is covered by two spells: Mark to set the "anchor", and Recall to take you there. If you cast Recall without having ever cast Mark, you just stay where you are (and you might have mistaken the spell effects as setting an anchor).
My first character found Recall before Mark...other than a pretty light show it was not real useful. :)
