The babe w/the boat says she'll provide transportation for a small fee but there's no dialogue travel option, at least none that I've yet encountered in speaking w/her. Later? Ever? Never?
That spikey ring thingy at the N (?) end of the green pathway sure looks like my idea of a stargate-like teleportation device. Does it become activated later in the main line plot? Or is it just another unutilized idea/artifact?

Babe with a boat, at Tel Fyr? Umm.. there are no NPCs directly outside of Tel Fyr; you sure you're not getting her via a plugin? If you're not, at least give her name so we can look it up?
As for the spikey ring, nah, it's a common feature at Telvanni mushroom-based strongholds; it doesn't do anything but sit there and look odd.

Forsythe, That is spooky. I'll take a swim back there just to get her name. I've empty-res plug-ins in Seyda Neen & Plegiad (5 or 6 massive storage trunks in the latter res, but no stuffs), & 4 of the Official plug-ins, inc the Master Index, but that's a whole 'nother level of fast transport, as you well know. Can't imagine what plug-in of which she might be a part. This boat lady has always been at Tel Fyr in my version of the game. To be clear, the Tel Fyr I'm talking about is the Wizard' Tower locale, home of Divayth Fyr, keeper of the Corpusarium. Maybe there's another Tel Fyr?

Ahhhhh, I get it now... she's not actually in the 'Tel Fyr' cell, she's in the cell to the north of it. Hmm... looking at her, she seems like something that got left out of being deleted. There's a bunch of travel markers and door markers (the things that tell travel ppl [guild guides & boat people] & doors where they should take you to) next to her that belong to all sorts of people (boat people at Vos & Dagon Fel, etc). Yet, none of those people point to here. More interestingly, after I poked at a few of them, the editor made them all vanish... as if it realised belatedly that they really shouldn't be there.
On the whole, it looks like you should just ignore her.

Yes. That's her. I thought she was just N of the Wiz' tower but wasn't sure. Will stop talking to her then. Someone, somewhen, decided everybody must swim. So be it. As a tease, at least they got the gender right.
