It kind of hilariously looks like a Potemkin village.
I wouldn't think that's intentional as such, but maybe it's just in the air and always has been.

It is a Potemkin village, built as cheaply as possible, but still bankrupting the city. If you go outside of the city centre, you will see your typical post-Soviet urban wasteland, or even more so than usual, because the city's resources were wasted on this and the guy who ordered it ended up even having the city take out outrageous loans they could not pay back. Incidentally, the guy behind this, Ludwig III, as he was called, ańd a real POS, is still in prison for an entirely different corruption charge.
On the bright side, the people of the city might get some pocket money from tourism at least.

It looks like something Disney might build in one of its parks. Not saying I hate it, but I don't know that it works as a living, breathing city.
